Dr. Kerry Kartchner is a retired State Department nuclear arms control negotiator, and adjunct professor at BYU. He also teaches graduate courses on the ethics of weapons of mass destruction for Missouri State University, and strategic cultural analysis for Johns Hopkins University’s graduate program in intelligence analysis. His remarks will highlight key trends in the current geostrategic landscape that pose serious risks for maintaining the global nuclear status quo in terms of forestalling further proliferation of nuclear weapons and preventing escalation to nuclear war.
